Refraction does not photograph honestly. Two stones that look identical on a screen can be a full tier apart in the hand, and the difference is obvious the moment you tilt them under a lamp. Colour is worse: screen calibration, ambient light, and coating names that are not standardised between manufacturers all conspire against matching by image.

On any job where the finish matters — a client order, a retail line, a competition piece — order the card before the bags. It is the cheapest mistake-avoidance available. See the material buying guide for what separates the tiers.
